Why a template is the risky option
In December 2024 the FCC ordered 2,411 filers to cure deficient filings, and it has removed over 1,400 filings since January 2025. The published reasons are missing content: no description of how the filer knows its customers, no statement about call analytics or the vendor behind them, no upstream-provider procedures. A filing that only explains how caller ID authentication works in general is the example the Commission itself gives of a facially deficient one.
What stays with you
The facts, the officer's signature, and the submission. We do not file anything, we do not sign anything, and we do not tell you which exemption applies to your company — that has to be your statement, because it is your declaration. Nothing in the documents says a practice you did not describe.

Questions
- Can you file it for us?
- No. The declaration on the database filing has to be signed by an officer of your company under penalty of perjury, and the CPNI certificate has to be signed by an officer as agent of the carrier. We prepare the documents; your officer signs and submits them.
- Is the plan FCC-approved?
- No such thing exists. Nothing is reviewed or approved when you file — acceptance into the database is conditional, and filings are removed later if they are found deficient. What we can say is that the plan has a section for every element the rules list, and the coverage report shows you which of your answers covers each one.
- What about the $100 filing fee?
- The FCC adopted a $100 fee for initial submissions and annual recertifications, and it is not yet in effect. The Bureau said it will publish a notice when it is. We do not collect it, and you should not expect to pay it until that notice appears.
- We are a reseller with no network. Do we still file?
- Yes. A reseller that sells voice service to end users is its own voice service provider and files its own certification and plan; so does a mobile virtual network operator. Your upstream carrier's filing does not cover you.
- We are small. Are we exempt from the CPNI certificate?
- No. The FCC's enforcement advisory on the annual certification says plainly there is no exemption for small companies, and it lists resellers among the carriers that must file.
- What if the documents never arrive, or something fails?
- If the documents are not produced, the payment is refunded automatically and you do not have to ask. If the delivery email could not be sent and you never opened the documents, it is refundable on request, with no time limit. If you never open or download anything, the order is refundable for 30 days. The full clause is in the Terms.
